I might even start the description noting that the item was being relisted due to a non-paying bidder, but use your own judgment. When offers come in, you can check the buyer, how much do they buy, what does their feedback look like, feedback left for others, etc. With best offers you can pick the buyer you want to some extent. </p><p><br /></p><p>Heck you might even do that background check if you are emailing the 2nd highest bidder just to give them the head's up.
