What is it?

    I think it is probably not too old, or the elastic would be worn out.
    I like the suggestion that it could go around a bride's bouquet.

    I don't think that 'lace' is from the 40s. Looks very modern and cheap.

    Lace looks like modern/recent polyester lace.
