Temple Silver Container w/ extensive repousse decoration - help w/ function & hallmark

There are 6 lobes on the side of the container. The tarnish/patina in the grooves really make the surface detail pop out, and made it easy to photograph against a white background - sometimes difficult with silver items. Pictures follow below.
