I think maybe the chain part is intended to be doubled.  As far as the material, that little red line of imperfection on the top green heart is visible on both sides of the piece so something embedded in the material.  Maybe a clue of what kind of material this is. Has anyone seen a similar?  Also remind me of the name of this kind of chain.
