    OK, so I'm back after closely SKIMMING the booklet on the Jamestown, VA Ter-Centennial in 1907 (HA!) of 124 pages and am pretty convinced what BAKERSGMA had somewhat surmised that it might be a workers pin or something like that. No hard facts other than in that booklet and that picture that I had previously posted showing 5 gentlemen wearing some sort of pin, and the fact that I found and hi-lighted the section showing where they adopted the anchor as the state seal (even tho no ribbons) I would also venture pretty strongly that the pins were given to members of the state party that went to Jamestown. That's MY guess too and I'm sticking to it!!!!
