    It is possible it was modified to fit something else.
    Perhaps the handle couldn't pass something, was too long and the hole/mount ground off.

    It slips over a pin that has a strong spring.
    Then there is a 'keeper' that snaps into place or a locking pin of some type to put in place. Then you crank the teeth to mesh with their mates.
    Then you allow the spring to push the handle back out some and slip the teeth over the mates in the opposite direction.

    Could be. Could be for turning an engine over to tune it not start it.
    Such as for setting valves.
