To be fair, charlie asked age and origin. I thought I gave a 1/2-azz answer to both.
Come to think of it, origin full azz, age 1/2-azz.

the cowbell measures 4ft by 4ft by 3ft and weights over 6 kg

they had to remove it from the cow cause he could only walk in circles

nice tourist item. idealized view, probably seen from the Zytturm. hard to date as the English gentlemen started to pass Lucerne on the Grand Tour to Italy as early as the 1820s after the turmoils of the Napoleonic wars had an end. I'd date it to 1850s to 1880s.
what is of course not mentioned in tourist guides: there were girls that offered special tours by small boats out on the lake to show the lovely views to well situated gentlemen till their "bells" were "exhausted".
