Your new picture makes me want to date this to the 1940's, same as mine. See the paddle prongs on each end of the baguettes and some tiny slivers of the metal setting pushed over the stones to help hold them in, all hand set.
Price at $40-$45. Good luck with it !
Edited to add : To clean just lightly dampen a soft tooth brush with a water/vinegar solution or even glass cleaner and carefully brush the stones and setting, then blot dry with a soft cloth.

I've had quite a few old pot metal pins with a stone setter's mark!

For cleaning you could also try a light application of alcohol on a soft toothbrush. I find a lot of vintage jewelry, especially clip earrings, have gunk on them from hairspray. The alcohol will get that off. I finish off by blowing the piece dry with the not to hot setting on a hairdryer.

The key is do not get the rhinestones wet, it can destroy the foil backing. That is why you use an almost dry soft toothbrush. You want to clean the surface but not let any liquid get onto the backs
