The Dutch government contracted with a US manufacturer (Lilly Ames) to make its model of cutlass in 1941. Unfortunately for both the Dutch and Lilly-Ames the Germans overran the Dutch Netherlands and payment for most of these models was never made to Lilly-Ames.
