It looks like a genuine engraving of the period. No mention of a family, but the engraving is a bit clumsy, which makes it confusing for non-Dutch speakers. It says: Nederland in oorlog met Duitschland 10-5-1940 The Netherlands at war with Germany 10-5-1940 (the date that Germany invaded the Netherlands). This is old spelling, used until 1947. Below that the Dutch coat of arms with the motto "Je Maintiendrai", which is French for "I will uphold". It has to do with the Dutch connection with the House of Chalons-Orange in France. At the bottom it has: Brunssum bevryd door de geallieerden 19-9-1944 Brunssum liberated by the allies 19-9-1944. The south of the Netherlands was liberated in 1944, Holland and the north in 1945. The two halves of the country are divided by three main rivers, a natural (and cultural) barrier which was always a huge problem during any war in the country. The Germans flooded the main region between the rivers in an effort to stop the allied invasion/liberation. The town of Brunssum is in the southeastern panhandle.
