I can't get the central character but the others look like 美力 具帖 - not sure that helps a lot though.

 

I don’t know what the characters stands for. Would you know if they are Chinese or Japanese or Korean letters?

 

Japanese and Chinese characters are the same (aside some minor variations), so they could be either. The piece looks Japanese so they are most likely translatable this way, but without the center character it doesn't make a lot of sense. In Japanese it would be beauty item or similar, in Chinese beauty power - you probably want to try a translation site. The issue is there is a lot of allegory in Japanese and Chinese, so a straight translation often looses context, a native will most likely get that part.
