Identifying the age of brass coat rack

The ebay seller didn't respond to any of my inquires, but I will post the picture he had up of the item so you can see how it would've looked in the original brass.</p><p><br /></p><p>The part that's been hardest to find is a match that doesn't have a ring around the middle of the center pole.
