Identification help! Russian pendant 1908-1926 the

I found that the 84 on the kokoshnik refers to the Silver content. Correct me if I am wrong?

 

I know some Cyrillic and might be able to make some of the letters out, depending on how worn or mis-struck they are. There are also at least a couple of members of this forum that are from countries in that part of the world and know Russian.

So if you could post clear pictures of the marks, I might be able to help.

 

One question I have is, whose symbols are on the red shield below the anchors?

 

The letters appeared to either be (Zh) and (P) or (K) and (P) As translated from the Cyrillic alphabet.

 

Oh, so there was really just one letter you couldn't make out? I can see how that would be tricky. No need to post a photo if you are satisfied with what you know about those letters.
