Thank you so much everyone for your messages on the post, I really wasn't expecting so many people to love the piece (I certainly love it). @bluumz I'll send you a private message about polishing.

@Lucille.b regarding the markings on the piece; I didn't have the chance to see them before making the purchase because the maker really went out of their way to make them hard to find. Factoring in the tarnish on the piece, they might has well have been invisible. Before I made this purchase, I started by doing research; I was focused on something French or German based on the style, so I went to see if I could find comparable pieces that were real silver. Based on that search, I felt there was a 50% chance I would be getting real German Hanau silver, and a 50% chance I was going to get some heavy silverplate french stuff. Once I actually got the piece in my hands, while looking for marks, I could feel the piece 'felt right', it was flexible in my hands, not rigid, and I just needed marks to prove it. Admittedly, when I found the marks, I just tried to find a match for one of the marks, I truly don't know what they mean, but I know if I could match them to a German Hanau silver page, I had a winner. I focused on this mark because it seemed the most identifiable among the group:

I think I matched it incorrectly to a different maker, and now that I'm looking over the Hanau marks page, there are a number of makers who used a mark similar to this. All that I really cared about is that it matched to some to confirm my belief that the item was silver. It is great to figure out the actual maker, but not the most important detail to me in that particular moment.

As for the use, I have no idea, that's one thing I'm still trying to figure out.
