Ideas on age, material, ballpark value?

I see the words "Hand Painted."
Could that be Spain under the hand painted stamp....or could be Japan, it is very faint. And there is a line of letters that could be Greek or Russian or darn near anything. I tried some color correction, no improvement.

 

It appears to be:
~
F/ T (<I'm not sure if I can't see what's there or there is just an odd gap)
HAND PAINTED
(and probably something or other then); ITALY

 

can you see anything else with inverted color in paint shop ? or do a pencil rubbing ?

 

OH! That's clever!
I don't know how to do that though I don't see anything I couldn't before.
Rubbing doesn't work since it's printed not incised.
