Does anyone recognize this uniform?

That brooch back is late 19th into early 20th. Navy never had hats like that. My first thought was cricket, possibly a school team.

Thanks, all, for your thoughts, observations & research. While it would be great to figure out what the figure's attire tells about age & origin, for now will have to settle for approx. age indicated by the brooch's construction. Since my suspicion is that the engraving is done on ivory, not Celluloid, age is critical. :)

It's most certainly pre CITES and pre 1947 if that helps.

Hard to say what's going on at the edges. Does not appear to have been custom framed. Think, as kyra suggests, it is a marriage, in the sense of a wooden frame found that was close enough in size & shape, & brooch pin added (or was already on it) so owner could wear. Could just as well have been made into a small wall plaque.

Reminds me of a piece in my collection that has no evidence of ever had any kind of hardware attached & is evidently a pre-made, not custom, frame.
