I showed this to my husband, a military historian, and he said:

It appears to be a French infantryman, ca. august 1914 - before they changed over to the 1915 sky blue and helmet....note the front to back epaulette tabs on the shoulders, the pants and boots and turnback style of the coat.

 

It does look like cactus, but I don't recognize the uniform...
