Info in Heitman goes thru 1903 only, so your officer must have been commissioned after that.

 

Do you think it was made for a re-enactor? I know the Revolutionary re-enactors here on the Cape and many represent real people in history and have items with those names.

 

I think that bag belonged to a horse named Lt. Frazier.
