Carousel Horse?

Agree, no relation to a carousel piece.
As already mentioned, no pole. But some carousels did have stationary pieces that didn't go up and down on poles, for the more cautious rider. However, there's no way anyone could sit on that saddle, it's not shaped for actual use. And even if someone tried to sit on it, it would likely fall backwards as the placement of the saddle doesn't allow for a proper distribution of the weight of the rider.
Therefore, my vote is that it's simply a display/decor piece.

 

How would I reach that group? Like is a specific space online they buy/sell?

 

It is not one organised group, just people who like SciFi and Fantasy, some of them members of any number of groups.
They will find it if you use the right words in your listing. If you were to list it on a selling platform, that is.

I sold some of my own SF and fantasy stuff on Ebay a fair while back. The trick is the keywords.

There are some specialist SF and fantasy groups and pages on Facebook, but I don't know one that allows sales.
