Flying waterfowl 'see' decoy waterfowl as meaning the area is safe to land in. You don't have to use the actual species to 'decoy' a duck or goose into a hunting area.

Very few states allow swan hunting.

In Wisconsin: Technically, seven bands of Chippewa Indians have held a swan-hunting season in parts of Minnesota, Wisconsin and Michigan since 2014. However, no swans — either tundra or trumpeter — have been shot, according to the Great Lakes Indian Fish and Wildlife Commission.

 

Having a swan decoy only indicates to geese/ducks that there is an abundant food source and no threat of danger.

 

My shop teacher cut a block of wood in the shape of a duck.I carved,sand,painted added eyes.To this day i have no idea what duck i picked out from a book he gave me.Some time later the head came off.Most decoys are one piece.I was 17.

Swans are wonderful until one attacks you. I was in Oregon visiting and my friends had a small lake/pond.
There were a pair of swans swimming and I stood on the edge of the water. All of a sudden the male swam over to me and started to honk like crazy. Then he attacked and started to beat me with his wings and kicking me. It felt like someone hitting me with a baseball bat. As I fled away from the lake he continued to honk and flap his wings but at me instead of upon me. I was so surprised until my fiends said that they were nesting on the far end of the lake.
