Are the marks Russian on the silver cups?

This is an attractive Russian silver chalice, or "Charka Cup" etched with a menorah. Standing 5" tall, the chalice is in fabulous condition without dings or dents, although the original patina is evident and has not been polished. Clearly marked on the bottom rim with Russian hallmarks, "84P 31 COL", this foreign Charka Cup is highly collectible. Awesome piece of Russian silver

 

Not sure of the point in posting the text from an eBay listing so clearly incorrect in several ways - as already indicated, that Kiddush cup and yours would be by the same mid 20th century Israeli maker, and while the '84P' mark may be an allusion to zolotnik measure and may trace back to Russian Empire Jews, those are not Russian marks of any era.

These sellers in Israel indicate the 'P' is for 'Palestine', both suggesting dating prior to the founding of the State of Israel in 1948, though the '31' mark should date after that:
