    A grand jury only needs 9. But they're secret proceedings. Not sure illustrators allowed.

    I've only been involved in one jury trial in Texas, a civil matter, and we had six jurors.

    One of your characters could be a William Michael "Mike" Adkinson who made numerous court appearances around that time. Search terms that might get you further include Savings & Loan (S&L), land deal, fraud, money laundering, Houston and even arms, Iraq and Kuwait.

    Higher quality photos and knowing which name belongs to the judge would probably help here.
