I am all for buying art that you see out and about if it is dirt cheap. I regularly buy paintings in the under $25.00 range without a lot of thought. Some of these are nice paintings that I keep because I like them or sell them for a small profit. I have learned to pass by quite a lot regardless of price because of the amateur quality of the art.
