Yes,just looked him up artist from New Zealand

 

It's a Victorian still life inspired by the Dutch school. Despite canvas being so clean on reverse, does appear to be period.

Just because an artist's credentials are FRWS, it doesn't mean all works are watercolours, just that they are a member of the society.

 

He was probably a Brit that emigrated to NZ

If it's FRHS, (unusual to see on a painting) he/she was a fellow of the royal horticultural society ...on a painting it's kind of like putting M.A.(failed)
