    While we're talking "wild guesses," when I first saw it I thought - support for an old parking meter from which the meter part was violently removed by some piece of heavy equipment.

    I'm going to take a wild guess and say it's a torch for some water vessel. The base particularly heavy to give it support, the hole on the side for a rope for additional support to the side of the boat.
    Perhaps an ancient Viking ship or great granddad's canoe?
