Woodblock print help

    Haven't bought any art out in the wild in awhile but stopped at this garage sale and bought this for $10.00. Thought it was worth the shot. The only thing I know is I believe the flowers are peonies? No clue what the signature says. Has a gallery label on the back from Tokyo. Age looks 60s/70s? Thanks for any info!

    The explanation on that site got cut short about B.O.Q., but those letters stand for Batchelor Officers Quarters on any U.S. military installation the world over.
    A guess would be Kanda incorporated it due to the majority of his clientele being U.S. military officers.

    I think Kazutoshi Sugiura looks good. Did flowers on colored grounds.

    GIs have a thing for bringing home souvenirs and savvy local retailers figure this out quickly.
