I’m thinking maybe not by professional but trained artist.
    Mid century or so?

She's looking 1970s to me. But wait for others.

"wrap dress" - that's what's making me think 1970s. Maybe @Debora can help.

    I think so too, Jivvy.

She looks fairly modern to my eye. Her hair appears to be a simple blow dry rather than a "do" of some sort would put her outside of Mid-Century. I'd think 1980s on. Others welcome to disagree. By way, what's she holding?

    A handkerchief or tissue, maybe?

p.s. I think the artist did a much better job with her hands than with her feet... Her feet look so swollen - and the shoes look rather odd to me, too... (Not quite Minnie Mouse shoes, but approaching it!)

Curious chest, dreadful shoes ... and what is she sitting on? I'd guess newer, too.

I had a dress like that in the 70s.
She's holding a handkerchief, maybe a bit sad because her shoes don't fit. Her mouth is nice, but the rest of her face has a hint of Picasso about it
