What is it? Who is the artist? Why do you feel you need a COA to sell it?

It is a collectors guild print, Bridge over the Seine. It is a lithograph. They turn up on Ebay frequently.

Thanks, it was found behind another picture in a frame, with its certificate of authenticity.

Your print has been identified as being published by The Collector's Guild. Here's more information about it. It does appear there is one currently listed on eBay. (Do keep in mind this is an asking price, not a sold price.) An Google Image search may bring up other examples for sale on other sites.
