Who, What, Where? Little statue of a Matador?

Hi Everyone
This little guy stands 3" tall and is mounted on a 1/4" thick slab of what I think is aluminum. I am not sure if he is meant to be someone important or just a figure?
His outfit looks like a Matador's costume. But he looks a little out of shape lol.
Any and all thoughts appreciated.

Really can't see that as a matador.

 

His cap looks like a Portuguese fisherman's cap, but he doesn't look like a fisherman.

That cap is also worn in parts of the Mediterranean. Sardinia, for instance.
I don't know if this little guy is Portuguese, but the club behind his back could be a clue.

Pretty generic southern European, but the combination of the cap and the other clothing should get us somewhere.
I hope.

 

OLE! Do you think the aluminium base was retro fitted? Just seems an odd thing to use for a brass figurine.
