    Looks like WMF silverplate on copper

    Post WWII gift to some US or British occupation soldier being sent home. The use of German is a way of saying 'Souvenir of Germany' and it was probably quite a few years (1960s ?) after the war since I can't see anyone who'd actually been fighting wanting a reminder in German. Probably to a fairly junior officer, it's not an other ranks sort of gift.
