Looks to me like the shoe says MARTIN.

 

The name is just out of focus "MARTIN" to me as well...........

According to the internet, those come from México. And give how date is written, that's likely.

A Google search for "paper mache," "clown," and "Mexico" will bring up other examples. And I wonder if yours wasn't purchased by someone named Martin on August 14, 2003 and the seller customized the figurine with that information.

The word Martin was written when the statue was made because the gloss oil was placed on top of the writing

 

So the name and date are written under the figurine's varnish. Thank you for this information. The artist then. (And Martín is a common Spanish given name.)
