What kind of license plate is this?

    After hunting around the internet, it appears that it was the hunter's license and was to be worn on an outer garment. First they were made of canvas, and were sewn on. After that, they used Aluminum, and after that tin plate. They stopped the metal licenses because of WWII. But even after that, hunting and fishing licenses until fairly recently, were to be displayed on an outer garment. Seems very odd to a boy from out west. I've never heard of anything like that.
