What is this? Advertising, Badge, or Something Else Entirely?

Sometimes the research is the most enjoyable part of new acquisitions! Got a small lot of items primarily due to this item which is obviously not in the best condition.

I believe it was associated with J.E. Poorman a local businessman who was known for selling bicycles and talking machines among other things. Apparently he was deeply involved in competitive bicycle racing and sponsored races that found participation from competitors from far and wide.

I am not sure what this item would be called? Is it a badge or some advertising that was affixed to a large piece of merchandise sold to bring in additional customers?

Any suggestions would be welcome. Also attached below is a letterhead of J.E. Poorman's business that I found while scouring the web.

I agree re: the badge on the handlebars of the bike. American Pickers would love that!

These old bike badges were usually rivetted on so it was probably forced off, there is a split top left too.

Nowadays badges are either plastic or aluminium.

The badge on my bike is welded.
