    I have seen something close. A bed side lamp shade cover. My neighbor had them on each of her lamps.

    Because we have no idea how large/small it is nor the size of the "elastic???" opening, it is hard to say but . . .

    I wonder if it might be a "flower stem cover" for a bride or bridesmaid. It would be attractive to my eye to see the gentle lacy gathers/folds falling gently over a bride's or bridesmaid's hands as she carried her bouquet. ;)
