It is a triangular file. Doubt the tail end is supposed to be bent.

 

Could be that a user bent the end rather than going to the bother of putting a real handle on it. Might work OK for lighter uses, but bending the end ensures that a real handle can never be added. Not something I'd use; I have a multi-purpose adjustable handle that I use when a handle is needed temporarily.
