What is going on with the bases of these glass figurines?

    I have a pair of Fostoria Polar Bear bookends. One has a round circular base that has been ground smooth and the other has a base that looks just smoothed out (does that make sense?). Why are they different? Here's a photo. Is it just the way the glassmaker decided to do it that day? Or were they made at different times and practices had slipped a little? Any ideas? TY!

    Different quality finishes, note the ground rim on the upper one, the other appears to have not been ground on the rim, just smoothed. I'd guess they were either form different production runs (over time) of with different quality (cost) finishes.
