Not blanks, since blanks need primer. They may well be practice rounds, since they don't have any ammo markings at all.
Looking closer, in a better light, inside the hole is a different bit of metal. Concave but not obviously dented from being struck. The rim is `0.590" diameter.

Haven’t seen these before but using the 0.470 body diameter I’ll try to match it to something. Only cartridge I found with that diameter was the .410 shotgun shell (base portion,) so maybe these have something to do with .410 shotgun repair, maintenance, training or are checking gauges for a production line inspector. If rim diameter and thickness match these specs then I probably guessed right. .410 specs Base diameter .470 in (11.9 mm) Rim diameter .535 in (13.6 mm) Rim thickness .060 in (1.5 mm)
