What are these "scissors" for?

    With that hole in the middle, I wonder if they were for cutting and then holding rose stems?

    Doesn't seem that Ebay seller is quite sure what they have. But, I would think the decorative aspect of this makes it more likely it has to do with food service and less with a medical procedure?
