What are these elephant heads: book ends? Salt & pepper set? Who made them?

    Hi all,
I found these during my daily treasure hunt at a local thrift store! I was sure they were bookends, but on the bottom there is a rubber stopper that has been cemented or glued into place that made me think bank & my girlfriend say salt & pepper shaker.
They measure 6" tall x 4.5" wide so they are almost too small for bookends & too big for salt & pepper shakers - and there is no coin slot so probably not a bank either!
Also, there are no marks that I can find.
We're stumped - can anyone help?
    Thank you!

Aquitaine Is What It IS! But NEVER BORED!

Do the rubber stoppers make them 'wobble'???? They're a little different than INH's......I like the stoppers recessed on the ones she's showing.......

The rubber stoppers seem more reasonable than to cover with tape.

No they sit flat - and the stoppers are cemented or glued - they do not move an inch (I tried!)
