There appears to be a lengthy explanation above the movement but it is is too small for me to read.

As it has "W. Germany" on the workings inside, it's earliest date is 1949. What surprises me is the name "Ever Ready" on their Blue battery. The company changed its name from Ever Ready to Eveready in the late teens to the early '20s. I would guess of this clock dates 1950s-1960s. Sorry I haven't any help on its purpose with pole/post hardware on the back.

The actual wording of the instructions could be relevant to deciding why it has such unusual construction. All the movement needs is the small battery. The items of interest are the larger battery and its function. Otherwise the only odd thing is the pole mounts. The type of movement dates it to 70s or later.

A quick Google suggests it may be a Master Clock
with built in radio transmitter for wireless control of analogue and digital clocks.

More likely a slave clock, I think.
