    I think the Stamped back usually indicates Czechoslovakia.

    There is no marking. It is very voluminous, multi-tiered. Beautiful stamp of a lily.

    Could it be half a buckle that has been repurposed?

    Doesn't look like a buckle. The hook is very tight. Think for the buckle it is very convex. And there are no side mounts.

    Someone is repurposing vintage jewelry elements. That's one half of a belt buckle.

    The hook may not have been so tight originally, and many pierced metal buckles were sewn onto a textile belt, or a cloak or cape.
    I think @KSW is right, a Czech buckle half. I can see this on a blue velvet evening cape.
