    Welcome Dawn! I can't tell you too much but it's a three part relish. The 1899 is either a model number or a decoration number and, unfortunately, does not provide any useful information for an ID. Most likely it's continental European but whether French, Bohemian, German, etc. is impossible to say. I would guess a production date of around 1900.

    I've a similar one, large, made by KPM. About the first antique I ever bought, at a jumble sale for sixpence when I was about eight. I use it as a fruit bowl.
