Unknown Gears...Farm hoist gear for hay???

Hi there. I have a two-geared winch of some sort...perhaps used to haul hay up into an attic. The gears are 10.5 and 11.5 inches tall. There are 2 brackets to bolt the assembly down. There is a section set up to hold chain and a ratchet that has no release on it. Any idea of its purpose or value? I’d say it weighs 35-40 lbs. Thanks!

It could very well be for that.
It may be for a belt type lift.
I've dealt with hay but don't recall this. I think we just raised it on a simple pulley.
Wait for other opinions though. I can't see it being worth much but someone could want it.
Maybe Craigslist.

Tuis one is certainly a puzzle. The dog means it was't meant to freewheel in reverse, and not meant to run fast in for

 

..ward. Those odd cogs in the center. Made to engage chain? It also is meaningful that the outside gears are different. (I think this one will be tough.)

I know of no hay equipment that had this. Guessing industrial.
