Unknown Badge Help

Can anyone describe the badge that I picked up , looks like brass with enamel shield that has a book and another symbol no idea where to start with this one .

In the 80s there was a women's fashion fad for this kind of thing.

 

Could be costume w/o any true military affiliation.

 

I certainly don't think it has any military connection. It is far too poorly made to be anything like that. My guess would be possibly some school award or university award?
