I have had this piece for a while and have been doing research on the name.
The best i could find would be a Dr. Pap John Williams.
If this is the same guy he has worked for the Gambia government as a health expert for the African development bank and also the executive director of CaDo, Catholic development office.
I did find one small bit of information where he helped out at the Bakau craft market in Gambia which lead me to believe this was the man who made this piece. i was wondering if someone might be able to tell me if this piece has some tribal significance or just a tourist piece only. Also what type of wood if possible

It looks like a tourist souvenir to me, or at least something just made for decoration. No particular age on it either.
