The Challenge Eyelet Press No. 1

One of the items I received was a Challenge Eyelet Press No.1. I'd never actually heard of it and misidentified it as a hole puncher at first. (It does kind of look like one but whether it was used as a hole punch, I couldn't tell you.) It's definitely old and needs some cleaning. The gilding on it is mostly intact. Also, the spring inside is still very good, I don't think it was used much at all. Can anyone tell me more about this, and what it might be worth today? Research has proven confusing.
