Tecuka or Tetsuka? Japanese Porcelain bowl

Hello again. Picking this up today. Early 20th c guessing 1900-1920. Love the motif and find it uncommon(although it may not be). I thought it to be Tecuka(Tekacu) by the red mark but also have been given some substantial information it's Tetsuka. Which I now believe to be. But lost as to why the second artist signature is there? From a notable source the blue mark is the character 久 wrapped around the character 李. This is the mark of Hisatomi Rikuro (久富李九郎) who revived the Zoshuntei name in 1911. While dual marks are not uncommon, usually one of the marks is impressed rather than painted indicating the producer of the blank. With both marks painted, the nature of the partnership is not clear. Has anyone seen dual signature marks from this time period before. What would be the reason? Also, is there a story to this image?
