    On a piece like that I think it's safe to say that if it's not marked sterling, it's not sterling.

    Meriden Brittania of Connecticut did stuff like that, but I know that because the few items I've had have been clearly marked, usually also marked "quadruple plate". I believe that treatment is called "bright cut". There must have been other makers as well.
