Featured Stubby Japanese Bevel Chisel: May I Have Translation, Please?

    It's 8" long, ~1 3/4" wide at the edge; its weight is ~10 oz.
    The wooden grip has 2 characters that look to have been hot-branded; the head has several characters within an oval cartouche, plus 2 to 4 chiseled in above that.
    At first it appeared to have been broken, then salvaged to return to use, but I'm now leaning toward accepting that it was made as it is now.
    I'm hoping to determine when, where an' by whom this tool was made, if that may be possible; your help will be most gratefully received, an' acknowledged. Thanks for lookin'!
