    For better results, include scale object in pic or give dimensions.

    After looking at it more - It sure seems to be an iron pipe holder/stand to cut the pipe to sections. It seems the top and bottom are used to clamp something round. Just my thoughts. (I've rarley been right before so take it with a grain of salt!! :))
